Who am I?

My name is Candy Neville. I first visited Oregon during my ’70's college years (University of Iowa). It was love at first sight. The first time I saw the Columbia River Gorge I almost fainted from the grandeur. The mountains and endless forests took my breath away. But it was the Pacific Ocean that sealed the deal. This serene and tumultuous and untamed expanse took hold deep in my soul. It stretched farther than the eye could see and made me feel untethered and free and capable of doing anything. It stirred the adventurer in me, the pioneer in me, and finally the settler. I had to live here.

In February 1978 my husband Paul, a journalist, and I, a legal secretary and free-lance writer for the Chicago Sun Times and contributor to the occasional opinion piece for the Chicago Tribune, headed  from Illinois to Oregon. We drove through two blizzards with a Labrador, an Igloo cooler and an electric skillet to Eugene - young and jobless. To keep from spending our last $1,000 of the $2,000 we embarked  with - we hunted for jobs, which were initially hard to find. So I made and sold homemade pies (apple, cherry, pumpkin) door to door in my new neighborhood. I was a door-to- door pie salesman! My husband worked as a carpet cleaner. Paul eventually resumed journalism with a 36-year career at The Register Guard in Eugene. He now works for the St. Vincent de Paul Society of Lane County as director of public relations and grants.

Next I was an Avon lady and I finally landed my big gig as a GED instructor. That teaching position had a huge impact on me regarding the intelligence and value of those seeking their educations later in life. I became a recorded Quaker minister/preacher, which had a deep impact of my love for justice and dignity.

We never moved from Eugene and it was unthinkable to ever leave Oregon.  Since arriving we have raised three wild and wonderful kids who turned into magnificent adults. I continued occasional free-lance writing, became an owner/landlord of a couple residential properties and vacation rental, Aha Lodge. I also took on one of the biggest projects of my life. 
 
I developed "The Wood Winds," a 10-lot subdivision  in the wooded hills of Eugene from bare ground up. I was a company of one. I worked with city government and contractors to install utilities, roads, sewer systems and all other components of a neighborhood.  My adventurer took on this project in 1988, when Oregon was in a deep recession and mine was one of the first developments to go in. I sold eight of the lots to others and was the general contractor of two large and lovely custom homes. 
  
Prior experience - none. Learning curve - hi gh. Results - splendid.

​I am an independent real estate broker, which gives me an additional appreciation of the laws of the land. Developing, building and real estate taught me the power an inspired and energetic individual can have to make an idea become reality. I believe in the necessity for honesty, integrity and respect for our neighbors, fellow citizens and guests.

Remember me?

In 2008 I ran in the Democratic Primaries for U.S. Senate along with future excellent U.S. Senator Jeff Merkley, Steve Novick and three others.  Again, I was a company of one. With a total campaign budget of $1,000, I came in second in the first poll, wasn’t included in the voters pamphlet and won more than 32,000 votes.  My main aim was to push to end the war in Iraq. The environment, economy, health care, veterans were my strong suits, but there is so much more. I have authored a number of opinion pieces for the Oregonian.

A woman attending one of the debates was a member of the local chamber of commerce. She spoke with me afterwards and said, "I don't think people notice, but you are v ery strong on business." Yes, I am. One of my primary goals is to work to make Oregon a global name of innovative technology, solar and wind energy, timber, salmon, agriculture and the many products Oregon produces and yields with expertise and pride

Who are we?

First we were native Americans, then immigrants from across the globe. We migrated west and became pioneers of various races, ethnicity, religious and spiritual affiliations. We are straight, LBGTQ. We are male and female. Old and young. Able bodied and people with disabilities. We are entrepreneurs, business people, agriculturists, fishermen, scientists, educators, veterans. Some of us are homeless.  Some incarcerated. You name it, we've got it. We are Americans. "We hold these truths to be self-evident: that all men are created equal; that they are endowed by their Creator with certain unalienable rights; that among these are life, liberty, and the pursuit of happiness." We believe this. We are Oregonians.

​We share this beautiful state. It's clean air, pure water, solar and wind energy potential, beautiful mountainous landscape, desert and ocean are our bread and butter. So this election I am running to prosper, protect, preserve and promote Oregon. To combine environment and business to put our name on the global map. To shield us from dying industries that originated elsewhere. And to make our mark with our natural resources on our terms for the benefit of us all.

Every few years we hold elections where mountains of money pour in to support the promises of each candidate and to oppose and stop all progress of the other candidate. This system of expensive obstruction works too well. Let's do it differently. There are so many things we agree on that get neglected by those in office. Let's begin there. Whatever the party affiliation, we share this great state and there is much that "we the people" can do. So let's do it. Let's recognize our diversity including from county to county and strive to become the United Counties of Oregon - acknowledging the spectrum of needs and supporting the necessity to meet them.

    THE WORLD MARKET IS NOW READY TO COMPETE FOR SOLAR ENERGY AND WIND ENERGY SYSTEMS. WE CAN WELCOME AND PROMOTE COMPANIES TO MAKE THEIR START AND THEIR MARK HERE IN THE IDEAL STATE OF OREGON.

    RESEARCHING AND PROMOTING NEW METHODS OF SUSTAINABILITY AND CERTIFIABLE HARVESTED TIMBER YIELDS A HIGHER PROFIT THAN THE OLD METHOD OF CUT AND RUN. I WOULD LIKE TO PROMOTE OREGON ON THE GLOBAL MAP FOR ENVIRONMENTALLY HARVESTED TIMBER WITH A STRONG NATIONAL DEMAND.

    Come and behold.
    OREGON IS ONE OF THE MOST BEAUTIFUL SPOTS IN THE NATION, INDEED THE WORLD. WE DEPEND ON TOURISM DOLLARS AND MUST PROTECT OUR AWESOMENESS. HIKING TRAILS, BIKE PATHS, SCENIC ROUTES MUST BE PROTECTED AND PRESERVED. OUR NATIONAL AND STATE OWNED MONUMENTS ARE OURS. INDUSTRY DECISIONS MUST BE INCLUSIVE TO NEEDS OF ALL THE INDUSTRIES.
  2. EDUCATION
    To have a truly prosperous economy statewide, we need excellent schools state wide.
    OREGON NEEDS TO MOVE UP TO HIGH GRADUATION RATES FOR HIGH SCHOOLS, TECHNICAL SCHOOLS, GED CERTIFICATION, COLLEGES, ADVANCED DEGREES. A STATE THAT BOASTS SUCCESSFUL SCHOOLS IS A MARKETING POINT TO COMPANIES DECIDING WHERE TO LOCATE THEIR BUSINESS AND MOVE THEIR EMPLOYEES FAMILIES.
  3. WAGES
    Oregon must promote a living wage.
    INDIVIDUALS AND FAMILY WITH LIVING WAGES TAKE THE BURDEN OFF OTHER FAMILY MEMBERS, SOCIETY AS A WHOLE, INSTITUTIONS. LIVING WAGE EARNERS SHOP AND SPEND AND HELP THE ECONOMY TO PROSPER.
​PROTECTING AND PRESERVING

OUR NATURAL RESOURCES -- OUR FORESTS, OUR RIVERS, OUR MOUNTAINS, OUR SHORELINE -- ARE OUR UNIQUE BRAND AS OREGONIANS. WE MUST PROTECT, SUSTAINABLY MANAGE AND RESPONSIBLY PROFIT FROM THEM, ALWAYS MAKING CERTAIN THEY WILL BE THERE FOR FUTURE GENERATIONS. 

SOLAR AND WIND POWER ARE BOOMING AND HAVE IMMENSE POTENTIAL FOR FUTURE GROWTH IN THIS STATE. NATURAL GAS IS SOMEBODY ELSE'S INVESTMENT, AND LARGE CORPORATIONS FROM ELSEWHERE HAVE NO RIGHT TO INTRUDE WITH HEAVY EQUIPMENT AND CUT DEEP INTO PROPERTY OWNED BY OREGONIANS AND PUBLIC LANDS TO CREATE A 126-MILE WICK OF A PIPELINE THAT WILL SERVE THOSE CORPORATIONS AND NOT US. IT'S BEEN SAID NATURAL GAS IS A BRIDGE TO OUR ENERGY FUTURE. I SAY THE OREGON'S FUTURE IS HERE, AND WE DON'T NEED THE NATURAL-GAS BRIDGE. MEANWHILE, COAL AND OIL ARE ANTIQUATED ENVIRONMENTALLY DAMAGING INVESTMENTS. OREGONIANS SHOUD ENJOY AND PROSPER FROM A BEAUTIFUL AND PRISTINE SHORELINE THAT DRAWS TOURISTS FROM AROUND THE WORLD -- NOT A SHORELINE WITH OFFSHORE OIL RIGS THAT MASSIVE MONUMENTS TO THOSE INTERESTS THAT SEE THEMSELVES AS MORE IMPORTANT AND POWERFUL THAN OREGONIANS.

PROMOTING

WE HAVE ECONOMICALLY STRUGGLING RURAL COMMUNITIES WITH BOUNTIFUL AND UNTAPPED HUMAN AND NATURAL RESOURCES AND OPPORTUNITIES. WE NEED TO RESPONSIBLY DEVELOP THEM, PROVIDING JOBS WITH LIVING WAGES AND ADVANCEMENT POTENTIAL WHILE MAKING CERTAIN RURAL COMMUNITIES RETAIN THEIR RICH AND UNIQUE CHARACTER AND BEAUTY

ONE OF MY DREAMS IS FOR NIKE TO BUILD A MAJOR MANUFACTURING COMPLEX IN COOS BAY, THE PLACE WHERE IT ALL BEGAN FOR NIKE. COOS BAY GAVE NIKE STEVE PREFONTAINE. I'D LOVE TO SEE NIKE GIVE BACK TO COOS BAY.

OREGON CAN AND SHOULD BE A MAJOR PLAYER IN THE NATIONAL AND GLOBAL ECONOMIES. THAT CAN HAPPEN BY FOCUSING ON ONE OREGON PROJECT AT A TIME.   

HOT ISSUES

CAMPAIGN FINANCE REFORM: I AM CAMPAIGN FINANCE REFORM. THE OBSTACLES ARE GETTING SEEN AND HEARD. FIRST QUESTION ASKED IS USUALLY, "HOW MUCH MONEY HAVE YOU RAISED?" AND NOT ABOUT ISSUES. THIS IS WHERE THE PUBLIC COMES IN. IF YOU BELIEVE IN CAMPAIGN FINANCE REFORM, CONTACT THE NEWSPAPERS, RADIO, TV AND TELL THEM YOU EXPECT THEM TO COVER THE ELECTION NEWS! I DON'T EXPECT CONGRESS TO MAKE CHANGES TO THE PROCESS THAT GOT MANY OF THEM ELECTED UNLESS THE PEOPLE MAKE IT CLEAR BY THEIR OWN ACTIONS THAT IT IS DESIRED.

RACIAL JUSTICE AND EQUALITY: I LOVE THE MELTING POT IDEA. IT'S INTERESTING, RESPECTFUL, VIGOROUS, ALIVE AND REAL. MORE REAL THAN THE SUFFOCATING AND HYPOCRITICAL OPPOSITION AGAINST IT. AS GOVERNOR, I WOULD HONOR AND RESPECT ALL NATIONALITIES AND INCLUDE THEM IN ADVISORY AND  PLANNING TO MEET THE NEEDS AND ASPIRATIONS OF OREGON. I WOULD PUT TOGETHER A GOVERNOR'S TASK FORCE TO IMPROVE OUR POLICING PROCEDURES IN A PRO-ACTIVE MANNER. WHEN THERE IS A TRAGEDY IT IS FREQUENTLY STATED THAT "PROCEDURES WERE FOLLOWED." SO LET'S LOOK AT AND ELIMINATE PROCEDURES THAT ALLOW INNOCENT UNARMED PEOPLE TO BE SHOT OR FALSELY ARRESTED OR DISRESPECTED. NOT TO DENIGRATE NOR PUNISH, BUT TO ELEVATE THE POLICING IN OREGON TO A NEW STANDARD HERE AND NATIONALLY. SINCE OUR COUNTRY AND ALL OUR GOVERNMENT IS BUILT UPON THE "TRUTH WHICH IS SELF EVIDENT" THAT "ALL MEN ARE CREATED EQUAL" WE MUST GOVERN AND LIVE AS SUCH. THAT TAKES COMMITMENT. I WOULD LOVE TO SEE OUR CONGRESS TAKE THE TRAINING ON "IMPLICIT BIAS" AND LET OUR GROUNDWORK HONOR, WORK WITH AND PROSPER ALL OUR CITIZENS.  

GUNS: I STAND WITH THE MAJORITY WHO DESIRE SENSIBLE AND RESPECTFUL GUN SAFETY REGULATIONS. ASSAULT RIFLES ARE DESIGNED TO ASSAULT AND HAVE NO PLACE IN OUR ENVIRONMENT. FOR THOSE WHO LOVE THE SECOND AMENDMENT "RIGHT OF THE PEOPLE TO KEEP AND BEAR ARMS" WE MUST NOT NEGLECT THE FIRST PART REGARDING "WELL REGULATED." THAT'S ALL WE WANT AND IT IS AS MUCH A PART OF THE SECOND AMENDMENT AS THE OTHER. IN FACT, IT IS STATED FIRST. I INVITE GUN ENTHUSIAST TO BE PART OF THE "WELL REGULATED" DECISIONS THAT EFFECT US ALL. GIVE ME THE WHOLE AMENDMENT OR NONE.

INCOME INEQUALITY: INDIVIDUALS AND THE ECONOMY ITSELF NEED SUSTAINABLE INCOME BASED ON A LIVING WAGE. I PERSONALLY DON'T MIND INEQUALITY OF INCOME (MAKING MORE OR LESS THAN OTHERS) AS MUCH AS I MIND INCOME THEFT. WORKERS DESERVE THEIR WAGES FOR THE CONTRIBUTIONS THE MAKE AND IT IS THEFT TO UNDER-PAY PEOPLE WHO PROSPER OTHERS' BUSINESSES. WORKERS SHOULD BE HONORED AND APPRECIATED STARTING WITH A STRONG LIVING WAGE AND BENEFITS. THERE SHOULD BE ABSOLUTELY NO GENDER NOR RACE INEQUALITY IN PAY. THIS PREMISE SHOULD BE LAW. YES, THIS MEANS I AM VERY PRO UNION. THEY ARE PARAMOUNT TO PROMOTING LIVING WAGE AND BENEFITS FOR ALL WORKERS. 

HEALTH CARE: IF YOU DON'T NEED GOOD HEALTH AND DON'T WANT YOUR NEIGHBORS TO HAVE IT, SKIP THIS PORTION. SADLY THE DEBATE OVER HEALTH CARE HAS BEEN DOMINATED BY  THE INSURANCE INDUSTRY AND OTHERS WHO PROFIT FROM THE CURRENT SYSTEM. WE NEED TO FOCUS ON THE HEALTH OF ALL OUR CITIZENS. THE OREGON HEALTH PLAN PROVIDES A FOUNDATION UPON WHICH WE CAN BUILD A HEALTH-CARE SYSTEM THAT PROVIDES COMPREHENSIVE CARE FOR ALL OREGONIANS. WHAT'S REQUIRED IS CREATIVITY, COOPERATION AND COMPASSION -- AND A REFOCUSING OF A DEBATE THAT TO DATE HAS BEEN DOMINATED BY PROFITEERS. 

IMMIGRATION: LET'S BE HONEST: IMMIGRANTS HAVE AN ESSENTIAL ROLE IN OREGON'S ECONOMY. THEIR LABOR IS ESSENTIAL TO OUR AGRICULTURAL, CONSTRUCTION, SERVICE AND OTHER INDUSTRIES. AND THEIR EARNINGS ARE PLOWED BACK INTO THE STATE'S ECONOMY IN THE FORM OF NOT ONLY TAXES BUT PURCHASES OF FOOD, CLOTHING, HOUSING AND MUCH MORE. IMMIGRANTS ARE ESSENTIAL TO A VIBRANT, GROWING OREGON ECONOMY. MEANWHILE, OUR LAW ENFORCEMENT AGENCIES SHOULD NOT BE SADDLED WITH THE UNCONSTITUTIONAL BURDEN OF ENFORCING IMMIGRATION LAW -- THE CONSTITUTION MAKES CLEAR THAT'S THE JOB OF THE STATE.

OUR IMMIGRANT FARM WORKERS ARE KNOWN FOR THEIR SUPERIOR SKILLS IN AGRICULTURE, IMPRESSIVE WORK ETHICS IN FACTORIES, RETAIL, FOOD INDUSTRY, AND MORE. THEY ARE PART OF US AND WE NEED THEM. SOME OF OUR DREAMERS ARE BRILLIANT AND POISED TO CONTRIBUTE TO US IN A MAJOR WAY. YEARS AGO WHEN GERMANY DEPORTED JEWS, THEY CAME TO AMERICA AND BECOME SOME OF OUR TOP SCIENTISTS!

WE ALL CAN AGREE THE BEST APPROACH IS TO REDUCE ITS NECESSITY AND OCCURRENCE. PRO-LIFE AND PRO-CHOICE SHOULD JOIN RANKS ON HEALTH CARE FOR WOMEN PROGRAMS THAT HELP REDUCE THE NEED FOR ABORTION  AND PROMOTE STATE SUPPORT FOR PRENATAL AND CHILD CARE, PARENTAL AND SICK LEAVE. FATHERS SHOULD HE HELD LEGALLY RESPONSIBLE FOR FINANCIAL SUPPORT OF CHILDREN UNTIL THEY ARE 18.  PLANNED PARENTHOOD PLAYS AN ESSENTIAL ROLE IN PROVIDING HEALTH CARE FOR LOW-INCOME WOMEN AND SHOULD NEVER BE THE BATTLE GROUND REGARDING ABORTION, SACRIFICING THE MULTITUDE OF NECESSARY SERVICES FOR ONE ISSUE AND MAKING LOW INCOME WOMEN PAWNS OF POLITICS. 

PERS: DECISIONS WERE MADE YEARS AGO THAT HAVE LOCKED OREGON INTO STEEP DEBT.  BUT THE COURTS HAVE BEEN CLEAR THAT THE STATE HAS GONE NEARLY AS FAR AS IT CAN TOWARD MODIFYING THE PERS SYSTEM TO REDUCE THAT DEBT LOAD. NOW WE MUST HONOR OUR CONTRACTUAL AGREEMENT WITH PUBIC WORKERS AND BUILD A VIBRANT STATE ECONOMY THAT WILL ENABLE US TO HANDLE THIS DEBT LOAD.

CAPITAL PUNISHMENT: I ADMIT THAT SOME PEOPLE HAVE BEEN EXECUTED FOR SOME HORRIBLE CRIMES AND I DID NOT CARE. BUT I AM AGAINST CAPITAL PUNISHMENT. I WANT NOTHING TO DO WITH TAKING ANY LIFE FOR ANY REASON. LIFE SENTENCES WITHOUT PAROLE KEEP OTHERS FROM BEING MURDERED BY THE SENTENCED KILLER. ONE  VICTIM IS TOO MANY AND MASS MURDER IS BEYOND COMPREHENSION. BUT DEAD OR LOCKED UP  PROTECTS FUTURE VICTIMS FROM THAT MURDERER AND THAT WOULD BE MY GOAL.  AS FAR AS VICTIMS RIGHTS, SOME ARE MANDATORY AND AUTOMATIC AND SOME HAVE TO BE REQUESTED. I WOULD MAKE ALL VICTIMS' RIGHTS MANDATORY AND AUTOMATIC UNLESS THERE WAS SOME SPECIFIC REASON THAT A RIGHT NEEDED TO BE WAIVED. THE VICTIM SHOULD BE CONSULTED AND THEIR INPUT SHOULD CARRY HEAVY WEIGHT. I BELIEVE VICTIMS HAVE THE RIGHT TO JUSTICE, BUT NOT REVENGE. I DO AGREE THAT VICTIMS RIGHTS SHOULD BE A PRIORITY AND THAT IS WHY I FAVOR MOVING THOSE RIGHTS WHICH REQURE A REQUEST TO BECOME MANDATORY AND AUTOMATIC.

TAXES: The least popular subject for last.

Unless we can find volunteers to teach in our schools, pave our roads, build our bridges, perform operations - we are going to have to pay for these services in a fund raising system commonly known as taxation.   For additional and needed funding, I favor a tourist tax, which is already placed on motels and some restaurants. My idea comes via sales tax with a rebate at tax time to Oregon residents. Voila - tourist tax. The mere mention of sales tax causes immediate revulsion in many people. But our high property taxes are really an annual sales tax on the most expensive item we own. Let's fix that.

Ameri-can'ts. Oregon can become strong, stable and prosperous if we take control of our valuable resources and work together with compassion and respect.
